Third, enhancing the quality
of the built environment (Place) in the colonias and beyond,
through the development and delivery of housing and urban
development
solutions, both existing, and also new and innovative, focused on (See
Figure 4):
- Planning and design or urban, semi-urban/semi-rural, and rural environments;
- Development and delivery of critical civil infrastructure, with an emphasis on water and sewage, storm water, energy, transportation/mobility, and communications systems; and
- Development and delivery of housing and critical community facilities, with an emphasis on housing and community resource/self help centers;
- By enhancing the characteristics of housing and urban development
solutions, of the processes for their delivery and use, of the resources
used in their delivery and use, and of the compatibility among characteristics,
processes, and resources, within diverse contextual envelopes (See Figure
5a), and
- Applying principles of sustainability, lean project delivery, and fully integrated and automated technologies (See Figure 5b).
